WASD gSOAP support via shared image gSOAPrte and/or CGIplus.

The gSOAPrte is a shared image, persistent SOAP application environment. 
gSOAPrte can directly execute SOAP applications built for VMS Apache mod_gsoap.

A CGIplus SOAP application is essentially the same as its FastCGI equivalent
(FastCGI is a supported approach for providing persistent SOAP application via
Web servers).
